About Stewart
Stewart Simons, MBA, is the Founder of VA Navigators and a VA-Accredited Claims Agent, helping veterans pursue the disability benefits they earned through service. A retired U.S. Navy Special Warfare Combatant-craft Crewman (SWCC) with 20 years of service, including five deployments and two combat tours, Stewart brings both lived experience and deep working knowledge of VA claims standards to an often confusing—and frequently inconsistent—process.
After retiring in 2017, Stewart entered the VA system expecting a straightforward path. Instead, his combat-related PTSD claim was initially rated at 10%, a turning point that exposed how heavily outcomes can depend on evidence quality, claim structure, and how functional impact is documented.
Applying the SWCC ethos—“On Time, On Target, Never Quit”—Stewart immersed himself in VA law, regulations, and strategy, learning how to build claims that clearly connect diagnosis, service nexus, credibility, and day-to-day impairment. Through disciplined preparation and persistence, he ultimately secured the appropriate disability rating for his conditions, providing greater stability for his family.
That experience became the foundation of his advocacy. Stewart pursued and earned accreditation through the U.S. Department of Veterans Affairs Office of General Counsel as a VA Claims Agent and has since helped hundreds of veterans:
- File initial VA disability claims
- Pursue rating increases for underrated conditions
- Navigate higher-level reviews, notices of disagreement (NODs), and Board of Veterans’ Appeals matters
At VA Navigators, Stewart’s work is evidence-driven, ethical, and transparent. He prioritizes clear communication and veteran education so clients understand the VA’s standards, what strengthens a claim, and what to expect at each step. His approach is grounded in:
